How to install Papago or Garmin on chinese made Android 4.4

Chinese made rearview mirror with front camera, Wi-Fi, GPS sensor running Android 4.4 but no Googleplay or Google services installed. Anyone know how to install Papago or Garmin? How to pay for the software license?
