jailbreaking because want to 'prison-break' away from Apple monopoly way of controling usage, although 'legal' now as declare in US, we should still buy APPs, not stealing APPs ...

I bought PPG for my IPhone, they do upgrade from time to time, the software engine but the map stay at April version. I am not sure about IPAD version if they upgrade the map.

Thanks to MfM PPG map update recently with IPhone support. so I have to JB my phone and SSH in the latest PPG map. In this case, same for your IPAD I would imagine

sharing of .ipa files is same as cracking... latest papago in apps store ver 7.1 cost USD29.99 (about RM95) for PRO version and USD 19.99 (about RM65) for Lite. Sharing of maps is ok because the maps are free. Likewise for softwares which are free.

It is better if buy legally, then you are entitled for the up-grades (software & maps)

If you are intent on file sharing of .ipa files, suggest you google for it.
