Notice that the Audio sample rate was different than what I previous thought was required (PCM 44.100kHz 16 Bit, Mono) it is: PCM 16kHz 16 Bit, Mono; and IT WORKED as a voice sound when tested with my nüvi.

Use an audio editor to re-sample your WAV files to the recommended audio properties. Here's an open source audio editor, if you don't have one yet: Audacity

Thanks! AM downloading to my Mac, because PC version i'm facing little problems.
BTW, i've try on iTunes, QuickTime Pro and Switch, I still get the 16kHz PCM, 256Bit, mono. Settings are 16Bit but after convert still 256bit.
Did i missing something on these software?

Sorry, I'm not sure how the conversions are done in other softwares, I use Sony Sound Forge, and there are menus for Resampling (Hz), Bit Depth Converter (bit), and Channel Converter (mono/stereo).

You do not need to worry about the bitrate. Your current audio attribute is 16,000Hz/16bit/mono, while your goal is 44,100Hz/16bit/stereo (see pic below). Follow these steps to convert using Audacity:
- Start Audacity, open audio file.
- Set Project Rate (Hz) to 44100.
- Select Tracks > Add New > Stereo Track.
- Place cursor at original track, select Edit > Select > All. Then select Edit > Copy.
- Place cursor at new track, select Transport > Skip to Start. Then select Edit > Paste.
- Remove original track (leaving only new stereo track) and finally, select Export.
