BMI is not an accurate way of measuring... People are 3 dimension. BMI is only 1 dimension, (Height, 2d if you consider weight). I think waist hip ratio is better:
http://en.wikipedia.org/wiki/Waist%E2%80%93hip_ratioIf you look at the pic in wiki, the waist is not the line where you wear your pants, but rather measured
above the belly button, thinnest point (for thin people) or the fattest point (i think is the fattest point for fatter people) but have to be measured above belly button. Most accurate is BF% (Body fat percentage) by using MRI (those from body calipers and fat scale are not accurate)
BMI is flawed (It is just a general guideline not an accurate one), in a study, an extra 39% of people in USA, were obese but according to BMI, they are not. BMI does not take into account bone size, density, muscle weight, fat distribution, age (children need not follow the BMI if i remember correctly), etc. Even with six pack the BMI says overweight, while other people with spare tires in front of them can be normal according to BMI.

People who are pear shape should generally be healthier than people who are apple shape (if the pear shape adds on too much fat, will face same risk as apple shape people too)
