Correct me if I'm wrong : if the number of people at a gathering exceeded a certain amount , a police permit is required. Otherwise, it would be considered as "illegal gathering". Of course, most of the time, the Authority just close the eye unless something unruly happended.

I know a number of friends who lepak after church and the group is like =P~ ... so no need for permit since we don't have an agenda.
