Those small cameras are for traffic viewing only for reporting traffic jam. To detect and verify speed you need more and bigger equipment.

Are we sure the picture shown are speed trap cameras? It could be cameras to monitor traffic conditions along the highway. Looking by the numbers (there's three, meaning could be use per lane) to zoom in on the face or whatever.

All I know speed camera can nailed speedsters 1km away and a quote from a forum (can't remember the name now) "sometimes the speed traps are set up above the bridge or in case of Overhead Bridge Restaurant (OBR) through the window opening" (are there windows on OBR?)
