As for whether the topic should/should not be locked, I would suggest if it is locked the administrator can tag it to be permanent in the front of the topic list (I m not good in forum jargon, pardon me), save the little trouble looking for it. Previously when the topic was not locked, it's easy to find the download since it would be at the front of the topics due to latest postings by forumers. After all these r (the garmin maps, the papago maps) the popular topics that visitors would look for.
I did not observe that the map was taken offline. Did you?
On your second point, I think the correct term is that the thread is "pinned" to the top of the thread index.
The thread is now unlocked.
