Nuvi 1490 provides Chinese text and voice files, but lacks of Chinese keyboard kbd file. How can I generate the Chinese keyboard kbd file? Better yet, if anybody has a working copy of the file, please kindly post the file. Thanks!

This is firmware dependent. China and Taiwan versions has this ability.

Nuvi is not a PDA where you have to key in lots of data.
Suggest you live with it or upgrade

Here was the solution I posted on the NZ Open GPS Project forum for my NZ nuvi 1250.
"If you want a QWERTY keyboard - edit: \Keyboards\en_US.kbd
"<group name="QWERTY" priority="1" wide_screen_only="true">"
Change "true" to "false"
Then select US keyboard:
Tools > Settings > Language > Keyboard > American English"
It worked for me.
