If there is other vehicle then Yes, if less than 100 feet, but no if more than 150 feet.

1) There are 2 meaning of ppl flashing on the opposite side..i.e..1st to warn ppl that there is a road block or speed trap ahead. 2nd, It's just some wan driving >150km/hr asking car in front of him to get lost.
2) High beam during dark moonless nite & when opposite without car is actually very important. However as a courtesy, switch off the high beam when there is opposite traffic...but sometime..those ppl din switch off..
