I have contacted some of the local car rental co that I found from the web and they wanted to pre swipe my credit card sales draft purportedly to cover any traffic summonses that we might commit during the period. Is this normal? In other country that I drove before i.e Aus and Japan no such request AFAIK... any bro have any contact that can share with me. This is my travel plan :

I just came back last month from a similar self-drive holiday. Picked up a rental car in Hualian and dropped it off in Taipeh at the end of my drive. Yes, they too swiped my credit card for summons purposes but so far, they have been honest and nothing has showed up on my credit card statement yet. There is a row of car rental companies near the Hualian railway station so it is easy to walk there to pick up your car. I got a little Colt but the same company also have larger cars and even Volkswagen vans.

You can check them out here http://www.car-plus.com.tw
I paid RM200 a day for the Colt Plus. Since I said I couldn't read Chinese, they threw in the Garmin for free. Otherwise they give you a local unit I think.
Anyway, they quite efficient so I recommend them.
