Sygic still need to be online for search?
Nope,it can run offline because Sygic technically store the map inside our devices,but its Map is on its own flatform,

Android is just an OS like iOS, Windows etc.... The Application is the one that determines whose-which map it supports. In the case of your question, only Garmin developed navigation application supports our maps and also how Garmin works with third party OS for the maps to be accepted.

My Papago M11 is a paid version, but I think it is now free in PlayStore - Papago - SG&MY. I use MFM Papago version X8.5-X9.0 on the M11.

One thing I liked about HERE is that it can search by house number.
You can try the browser version here:

Papago and Galactio can run our free maps but the APK are not free. In short no free navigation Apk in Playstore that will run our maps.
