This is one of the problem reported to M3Asia since the debut of Papago X5 for WM 1+ year ago.

To manipulate the audio level (volume) at WAV file level, I believe Audacity, which is a true freeware, can help you. Please refer to below link for saame:

True. I do use Audacity to change the sound. For example I change the announcement "You have reach tour destination. Its on the left side" to much simpler "You have reach tour destination on the left".
It just that mp3gain can change the volume of all the wav files in one shot.

The newly manipulated WAV file can be played by other programs with the same volume level (db) across. Better still, each utility is coming with HOWTO (do it) too - very handy.
