Randering picture in programs like Photoshop / Illustrator will do most of the tirck irrespactive of image quality or signboard detail if you want top of the line Kia-Su approach. An easier option is use Visio technical - a lot easier than Illustrator and can still be ported to Illustrator in the future. In Visio you can overlay the image and trace out the necessary road.
Personally, I see this issue being handle in 2 phase. 1 - Getting a resonable picture and 2 converting it to vector.
Weekend now so I may download some of your images and play with them.
Having converted to vector format resizing it and output to any format is a breeze.
There are still a couple of bridges I forsee but will corss the first test first before adding more questions into the pot.

BTW I think when we take photo of junction we have set the camera focus to infinity, so that all view are clear.

This is a quickie job done on the Westport photo. Image was converted to vector using Visio and output to JPG. abt 1 hrs work, considering have to re learn Visio after not using for 2 years.
Have omitted buildings and road divider but for now will be sufficient for the first test.
What is interesting is the image size. Original image was 448 x 336, 92K new image is 495 x 376, 17K. I would expect the image to increase in size with more detail put in but still will be much smaller overall.
